Terms and conditions

This document forms the contract between Digital Payments SRL (“the Provider”) and the user (“the Customer”) of the ReincarcareOnline.ro platform. By placing an order, the Customer declares having read and fully accepted these terms.

Article 1 – Definitions

  • Site: ReincarcareOnline.ro and its subdomains.
  • Provider: Digital Payments SRL.
  • Customer: the adult natural person placing an order.
  • Voucher / top-up code: intangible digital good delivered by email.
  • Direct top-up (MSISDN): automatic application of the recharge to the Customer’s phone number, without an intermediate code.

Article 2 – Subject

The Provider sells online top-up vouchers for the prepay mobile cards Orange, Vodafone, Telekom, Digi, and Focus Sat subscriptions. All products are intangible digital goods, delivered exclusively electronically by email.

Article 3 – Consumer status

The services are intended exclusively for end consumers (B2C), natural persons aged at least 18. Legal entities and commercial uses (resale, distribution) are not accepted. The Provider reserves the right to cancel orders suspected of commercial use.

Article 4 – Order process

  1. The Customer selects the service, carrier and amount.
  2. Enters the required data: email, mobile number or Focus Sat ID.
  3. Reviews the displayed price and accepts the terms.
  4. Picks the payment method and authorises the transaction.
  5. Once the payment confirms, receives the voucher or direct top-up confirmation by email.

The Customer is solely responsible for the accuracy of the entered data. The Provider grants no refunds when delivery is correct against the data provided.

Article 5 – Prices

Prices are displayed in Romanian leu (RON) and include VAT under applicable Romanian legislation. For alternative payments (crypto, EUR via PayPal), currency conversion follows the gateway processor’s exchange rate. The Provider may change prices at any time without notice; changes apply only to new orders.

Article 6 – Payment methods

  • Bank card (Visa, Mastercard, Maestro) via PCI-DSS gateway.
  • PayPal, including Google Pay and Apple Pay.
  • Bitcoin via BTCPay Server (Lightning Network or on-chain).

The Provider does not store sensitive payment data (card numbers, CVV). All payments are processed by certified partners.

Article 7 – Delivery

Delivery is 100% electronic, by email, within seconds of payment confirmation. Standard time: under 1 minute. Possible delays: carrier / Focus Sat maintenance, payment-processor congestion, DDoS attacks, force majeure. If delivery becomes impossible, the payment is fully refunded.

Article 8 – Waiver of withdrawal right

Under Romanian GEO 34/2014, Art. 16 lit. m (transposing EU Directive 2011/83), the 14-day right of withdrawal does not apply to digital content delivered electronically when execution has begun with the consumer’s express consent. At checkout, the Customer expressly consents to immediate delivery and explicitly waives this right. Once the top-up has been processed or the voucher has been delivered by email, the order is considered fulfilled and no refunds are granted.

Article 9 – Refunds

Full refund is granted in three situations:

  • Payment was charged twice due to a processor error.
  • The top-up could not be processed or the voucher could not be generated due to the Provider’s or an upstream supplier’s fault.
  • The delivered code is invalid – case documented by the carrier.

Refund deadline: up to 14 working days from confirmation of the case, via the same payment method originally used.

Article 10 – Limits, fraud, KYC

To prevent fraud and comply with AML legislation, the Provider monitors purchase patterns. Triggers for KYC verification:

  • More than 4-5 transactions within a 24-hour window.
  • Cumulative volume above RON 250 / day or the equivalent of EUR 1,000 / month.
  • Multiple accounts, identical IPs, repetitive behaviour.
  • IPs from high-risk regions per international lists.

In these cases we may request copies of an ID document or proof of payment. Refusal to cooperate leads to transaction cancellation.

Article 11 – Bitcoin payments

Bitcoin payments are processed via BTCPay Server. The displayed exchange rate is locked for 15 minutes from order placement. Rate volatility between price quote and blockchain confirmation is borne entirely by the Customer. For cumulative amounts above the equivalent of EUR 1,000 / month, the KYC obligations under Romanian Law 129/2019 apply.

Article 12 – Liability

The Provider is not liable for:

  • Data entered incorrectly by the Customer (email, phone number).
  • Delays or faults attributable to carriers / Focus Sat / payment processors.
  • Outages caused by force majeure.
  • Indirect losses, loss of profit or other consequential damages.

The Provider’s liability is capped at the value of the relevant order.

Article 13 – Intellectual property

All site elements (text, images, logo, source code, design) are the property of Digital Payments SRL or its licensors. Reproduction, distribution or use without written consent is forbidden.

Article 14 – Changes to the terms

The Provider may update these terms periodically. The version applicable to an order is the one displayed on the site at the time of order placement. Continued use of the site after a new version is published constitutes acceptance.

Article 15 – Law and jurisdiction

The contract is governed by Romanian law. Disputes are resolved preferentially by amicable means. Failing that, they fall under the jurisdiction of the courts at the Provider’s registered office (Bihor, Romania). Consumers may use the alternative dispute resolution mechanisms (ADR/ODR) listed on the Contact page.
